National Swimming Pool Codes – Junction of Health and Building / Plumbing Code Officials

In recent years there has been a steady increase of reported disease outbreaks where an aquatic venue was found to be the common source. In addition there are tragic injuries and deaths in swimming pools. CDC and many stakeholders have created a Model Aquatic Health Code (MAHC) to improve the health conditions in these venues. The International Code Commission (ICC) and the International Association of Plumbing and Mechanical Officials (IAPMO), have also created pool codes for enforcement by Code Officials to improve the health and safety of building occupants.

Meetings have taken place between CDC, ICC and IAPMO, to explore how the health and building/plumbing codes can be complimentary. An arrangement needs to be reached in each jurisdiction, where a “baton transfer” occurs between the code officials after the design and construction phase, to the health official for the on-going operation and maintenance phase of the aquatic venue.

The collaboration is continuing to create joint pool code strategies and explore the possibility of joint codes in the second version in 2015. Environmental Health representatives are being considered for the ICC and IAPMO pool code committees for those second versions. The ICC creates other building codes that should have public health input.
